Based on the experiences of EU tender applications some member of Cognitron Consortium; which has members from 15 EU countries now works on a new project called;Tender Expert Assistant; (shortly: TExAss System). This system integrates a data-base, a knowledge-base and a content management portal framework.
The project aimed to develop such an online expert system that operates as an intelligent telecommuting tool and helps managing EU tenders (like IST & eContentplus) from the scratch on the level of multi-country consortiums (both coordinators and members).
We would like to found partners from all of the EU countries who could participate in the successful realization, testing and enrichment of the TexAss System among their preparation for the 2006 year IST and eContent tenders.

Technical-Partnership Quest:
Cognitron Network is an international network of organizations, which are involved into European co- operations and applications in the fields of knowledge technology and content management.
Originally we were starting to organize Cognitron Cluster & Consortium to accomplish the EuroConTech (European Knowledge and Content Management Technology) open project proposal.
European Commission / Information Society and Media Directorate General has been published their eContentplus;Call for proposal in the September of 2005.
Replying to this call we have been organized the Open EuroContent; consortium ; with the members of Cognitron Network ; and present our project proposal. In this tender consortium there are 16 organizations (universities, firms) from 9 countries under the coordination of University Lecce Italy.

Portal framework and knowledge-base provided by EuroConTech;s Polyhistor, which runs on a super computer in Budapest (hosted by Silihost Inc.). With Polyhistor we ran the ;Multicultural Euroforum; mega-portal too (see http://cognitron.net).
According the program ; announced by European Commission / Information Society and Media Directorate General ; of the eContentpus project the ;Publication of the call for proposal 2006. is to be due in the July of 2006. For this call we wish to respond in two ways.
In case of the first way we made Tender Expert Assistant done until the spring of 2006, test it and fill its knowledge- bases, etc. We are planning that Tender Expert Assistant will be set up in the June of 2006 as a telecommuting online tool and service provider.
In case of the second way we actively participate in the applications (IST & eContentplus) too.
Now we are looking for cooperating partners from all of the EU who:
- are going to compete in 2006 and wish to try Tender Expert Assistant. - wish to participate in Cognitron Network’s applications as consortium members. - already has an accepted project in IST or eContentplus and could give permission to integrate their project as a successful pattern, model – whole projects or just parts – into Tender Expert Assistants knowledge-base according to the Best Practice Collection. (These partners will be able to use TExAss;s services freely for a year.) - wish to use Tender Expert Assistant in their tender consultant works or wish to teach its usage in diferent languages and could enrich its capabilities, functions with their ideas, recommendations.
