dated 6 May 2020

 

on amending Decision No. 38/2019 of the Rector of the University of Warmia and Mazury in Olsztyn dated 6 May 2019 on the organisational schedule
of the academic year 2019/2020

 

Pursuant to Art. 79.7 of the Act of April 16, 2020 on special support instruments in connection with the spread of the SARS-CoV-2 virus (Dz. U. of 2020 item 695), it has been decided as follows:

§ 1

 

In the Appendix to Decision No. 38/2019 of the Rector of the University of Warmia and Mazury in Olsztyn dated 6 May 2019 on the organisational schedule of the academic year 2019/2020, the block of verses titled “summer semester”, is replaced with the following text:

2)     Courses in which obtaining the final credit or admission to the examination is subject to obtaining a credit for the practical part or internships, which for objective reasons could not be completed by 2 August 2020, can also be carried out in September, with the time limit to obtain a credit by 30 September 2020.

3)     Examination dates shall be upon agreement with the Student Council in a given unit

4)     In medical programmes, it is allowed to carry out courses related to students’ training in clinical wards and other medical facilities.

 

§ 2

The Decision is effective as of the day of signing.

Regulation No. 44/2020

 of the Rector of the University of Warmia and Mazury in Olsztyn

of 6 May 2020

 on amending Regulation No. 37/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 26 March 2020 on changes in the operation of the University in the state of epidemic caused by SARS-CoV-2 coronavirus

 

 Pursuant to Art. 76a of the Act of 20 July 2018 – Law on Higher Education and Science (consolidated text Dz. U. of 2020 item 85 as amended) and Art. 17.4 of the Statute of the University of Warmia and Mazury in Olsztyn, attached as Appendix to Resolution No. 494 of the Senate of the University of Warmia and Mazury in Olsztyn of 21 May 2019 on the Statute of the University of Warmia and Mazury in Olsztyn (as amended), it is hereby ordered as follows:

 Art. 1

 

The following changes are introduced to Regulation No. 37/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 26 March 2020 on changes in the operation of the University in the state of epidemic caused by SARS-CoV-2 coronavirus:

 

1)  In Article 1, after Paragraph 8, the following Paragraphs 8a – 8b shall be added:

 

“8a.     The Dean, the Branch Director and the Director of the Public Health School, in agreement with the internship supervisor and the head of the doctoral programme, director of the doctoral school, head of the postgraduate studies, can decide to shorten the duration of the internship covered by the study curriculum, describing another, alternative method to acquire the assumed learning objectives or to recognize the internship completed so far and to define the method to supplement missing learning outcomes resulting from the internship. This provision applies to internships already started by the students and to internships that have not yet been started.

 

8b.       In the academic year 2019/2020, courses or groups of courses carried out in the form of internships in the programmes preparing to the profession of a teacher and in postgraduate studies preparing to the profession of a teacher started before 1 October 2019 and ending in the academic year 2019/2020, can be conducted with the use of online teaching methods and technologies.”

 

2)  In Article 1, after Paragraph 10, the following Paragraphs 10a - 10m shall be added:

 

“10a.   The process of verifying learning outcomes must enable the assessment of the achieved learning outcomes related to a given course/group of courses.

 

10b.     The verification of learning outcomes is carried out with the use of IT tools, excluding the need to generate costs on the part of the student, doctoral student, or postgraduate student for the use of a given IT tool.

 

10c.     The verification referred to in Paragraph 10b, is carried out by the teacher responsible for verifying the achievement of learning outcomes.

 

10d.     A student, a doctoral student or a postgraduate student may be subject to the verification referred to in Paragraph 10b provided that a connection is established with the examiner or the teacher using the IT tools referred to in Paragraph 10b on a date established by the examiner or the teacher, agreed upon with students at least three days before the date of the examination or the course completion assessment.

 

10e.     Before undertaking the verification referred to in Paragraph 10b, the examiner or the teacher shall verify the identity of the student, doctoral student or postgraduate student by visual inspection of the student’s identity card or other identity document using a video connection.

 

10f.     The verification of learning outcomes is recorded by the examiner or the teacher in the form of an examination or course completion assessment report, subject to the provisions of Paragraphs 10g and 10l.

 

10g.     The report referred to in Paragraph 10f should contain the following data: given name (names) and surname of the examiner or the teacher assigning the completion of the course, the date of the exam or the course completion assessment, the name of the course, the list of students taking the examination or the course completion assessment and any comments concerning the course of the examination or the test.

 

10h.     The examiner or the teacher shall organize the examination or the course completion assessment in such a way as to ensure that the student, doctoral student or postgraduate student work on their own and the course of the examination or the course completion assessment is supervised.

 

10i.      In the case of justified doubts of the examiner or the teacher concerning the unaided and subjective course of the examination or the course completion assessment, the examiner or the teacher may interrupt the examination or the course completion assessment.

 

10j.      In circumstances referred to in Paragraph 10i, the examiner or the teacher shall establish an additional date. The provisions of Regulation No. 5/2014 of the Rector of the University of Warmia and Mazury in Olsztyn of 24 January 2014 on defining prohibited forms of behaviour of students, doctoral students and post-graduate students and course participants during examinations or course completion assessments shall apply to a student, a doctoral student, a postgraduate student or a course participant who has violated the internal regulations applicable at the University of Warmia and Mazury in Olsztyn concerning unaided work.

 

10k      If the connection during which the examination or the course completion assessment is conducted is interrupted due to technical problems, the examiner or the teacher shall decide whether it is necessary to repeat the examination or the course completion assessment entirely or in part, or if the examiner or the teacher considers that until the interruption of the connection it was possible to verify the assumed learning outcomes, the examiner or the teacher issues a grade, taking into account the course of the examination or the course completion assessment.

 

10l.      The achieved learning outcomes are assessed and documented in a manner adopted at the University of Warmia and Mazury in Olsztyn, using the University Study Support System.

 

10ł.      At the request of the student, the doctoral student or the postgraduate student, the examiner or the teacher shall permit the presence of an assistant/sign language interpreter in the room, provided that this results from the conditions for conducting an examination or course completion assessment adapted to the needs of persons with disabilities agreed in advance with the Office for Persons with Disabilities, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic.

 

10m.    In case of a course completion assessment or an examination conducted before an examination board, the provisions concerning the course of the diploma examination, specified in §1a shall apply accordingly.”

 

3)  In Article 1, Paragraph 12 shall be replaced by the following:

 

“12.     The use of the University Library collection in the library premises and in its all branches and reading rooms is suspended, subject to Paragraph 12a.”

 

4)  In Article 1 after Paragraph 12, the following Paragraph 12a shall be added:

 

“12a.   The Lending Desk in the University Library starts to operate. The rules of using the Lending Desk are described in the Appendix to the Regulation.”

 

5)  After Article 1. the following Article 1a and Article 1b shall be added:

 

 

“Art. 1a

 

1.  The rules for conducting a diploma examination with the use of information technologies at the University of Warmia and Mazury in Olsztyn are introduced.

 

2.  The diploma examination during the time when didactic activities are suspended in the University is carried out with the use of MS Teams.

 

3.  A person appointed by the dean, the director of a branch, and the director of the School of Public Health, who is not a member of the Diploma Examination Board (hereinafter referred to as the Board) and who provides technical support, may be admitted to be present during the diploma examination.

 

4.  Before taking the diploma examination, the Chairperson of the Board shall check the student’s identity by visual inspection of the student’s identity card or other ID document using a video connection.

 

5.  The diploma examination is recorded as an audio-video file.

 

6.  In order to take the diploma examination, the student is obliged to:

 

1) ensure, for their own use, a device supporting MS Teams, equipped with a camera and a microphone, and access to the Internet, guaranteeing the audio and video transmission of appropriate quality, subject to the provisions of point 2,

 

2) submit an application to the dean/director to ensure conditions for conducting the examination in the premises of the University of Warmia and Mazury in Olsztyn; if the student is unable to ensure the conditions referred to in point 1, the dean/director shall provide conditions for conducting the examination in the premises of the University, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic,

 

3)  prepare the room where the student will be staying during the diploma examination in such a way that no other person will be present, no other multimedia devices (in particular telephones, tablets, etc.) will be present except for the device through which the examination will be conducted. At the request of the student, the Chairperson of the Board shall allow other persons to be present in the room, provided that this results from the conditions for carrying out the diploma examination adapted to the needs of persons with disabilities, previously agreed with the Office of Persons with Disabilities, ensuring with safety conditions related to the state of epidemic threat or the state of epidemic,

 

4)  make audio and video available during the diploma examination (it is not allowed to switch off the camera or to switch off or mute the microphone) and to be continuously present in the camera view. At the request of the Board, the student is obliged to make their device screen available.

 

7.  If the Board finds that there has been a breach of the conditions of the diploma examination as a result of the student's fault, the examination shall be discontinued, subject to the provisions of Paragraph 8.

 

8.  If the circumstances referred to in Paragraph 7 arise, the Board shall set another date. The provisions of Regulation No. 5/2014 of the Rector of the University of Warmia and Mazury in Olsztyn of 24 January 2014 on defining prohibited forms of behaviour of students, doctoral students, post-graduate students and course participants during examinations or course completion assessments shall apply to the student who has violated the internal regulations in force at the University of Warmia and Mazury in Olsztyn concerning unaided work.

 

9.  In the event that the connection between the student and the Board is interrupted during the diploma examination, as a result of activities beyond the control of the student or the Board, an attempt must be made to resume the connection immediately. If it is not possible to resume the connection, the examination must be retaken on another date.

 

10. After the diploma examination has been completed and the grade has been immediately agreed upon by the Board, the student shall be informed of the result via the information technology used to conduct the examination.

 

11. The file containing the recording of the diploma examination shall be kept until the diploma examination report is approved by all members of the Board.

 

12. The diploma examination report is drawn up immediately after the end of the examination, allowing the use of the circulation procedure.

 

13. Any matters not covered by the regulations shall be decided by the dean or the director, respectively.

 

Art. 1b

 

1.   At the University of Warmia and Mazury in Olsztyn, the rules for conducting the examination for the completion of post-graduate studies (hereinafter, the examination) with the use of information technologies are introduced.

 

2.   The examination for the completion of post-graduate studies during the time when didactic activities are suspended in the University is carried out with the use of IT tools, excluding the need to generate costs on the part of the postgraduate student for the use of a given IT tool.

 

3.   A person appointed by the dean/director, who is not a member of the Board and who provides technical support, may be admitted to be present during the examination.

 

4.   Before taking the examination, the Board shall check the post-graduate student's identity by visual inspection of the student's identity document using a video connection.

 

5.   The examination is recorded as an audio-video file.

 

6.   In order to take the examination, the post-graduate student is obliged to:

 

1) ensure, for their own use, a device supporting the IT tool used, equipped with a camera and a microphone, and access to the Internet, guaranteeing the audio and video transmission of appropriate quality, subject to the provisions of point 2,

 

2) submit an application to the dean/director through the head of the post-graduate studies to ensure conditions for conducting the examination in the premises of the University of Warmia and Mazury in Olsztyn; if the post-graduate student is unable to ensure the conditions referred to in point 1, the dean/director shall provide conditions for conducting the examination in the premises of the University, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic,

 

3)  prepare the room where the student will be staying during the diploma examination in such a way that no other person will be present, no other multimedia devices (in particular telephones, tablets, etc.) will be present except for the device through which the examination will be conducted. At the request of the post-graduate student, the Chairperson of the Board shall allow other persons to be present in the room, provided that this results from the conditions for carrying out the diploma examination adapted to the needs of persons with disabilities, previously agreed with the Office of Persons with Disabilities, ensuring with safety conditions related to the state of epidemic threat or the state of epidemic,

 

4)  make audio and video available during the diploma examination (it is not allowed to switch off the camera or to switch off or mute the microphone) and to be continuously present in the camera view. At the request of the Board, the post-graduate student is obliged to make their device screen available.

9.  In the event that the connection between the postgraduate student and the Board is interrupted during the examination, as a result of activities beyond the control of the postgraduate student or the Board, an attempt must be made to resume the connection immediately. If it is not possible to resume the connection, the examination must be retaken on another date.

 

10. After the examination has been completed and the grade has been immediately agreed upon by the Board, the postgraduate student shall be informed of the result via the information technology used to conduct the examination.

 

11. The file containing the recording of the examination shall be kept until the diploma examination report is approved by all members of the Board.

 

12. The examination report is drawn up immediately after the end of the examination, allowing the use of the circulation procedure.

 

13. Any matters not covered by the regulations shall be decided by the dean or the director, respectively, in agreement with the head of the postgraduate studies”.

 

6)   In Article 2, Paragraph 2 is replaced by the following:

 

“It is prohibited to conduct any activities of student agencies or clubs or catering units, except for providing take away catering services.”

 

7)   In Article 2, Paragraph 4 is replaced by the following:

 

“Sports facilities of the University of Warmia and Mazury in Olsztyn, including the Equestrian Centre, can be used, provided that the rules laid down in current generally applicable regulations are followed.”

 

§ 2

 

The Regulation becomes effective as of the day of signing.

  Appendix

 to the Regulation No. 44/2020

 of the Rector of the University of Warmia and Mazury in Olsztyn

 of 6 May 2020

 

Procedures of making library materials available in the period of the epidemiological threat

 1. The University Library is open for users from Monday to Friday from 08:00am to 03:00pm. Only the ground floor is open (Main Library). Reading rooms, sections with free access, seats in social space of the Library, individual study rooms and cloakrooms are closed and lockers in the hall are unavailable until further notice.

 2. The limit of users staying at the same time in the library hall is 15 persons.

 3. In the position of the Main Library books ordered from the warehouse, Didactic Collection and the Field Collection Branch, and materials from the Interlibrary Loan Service are collected.

 4. Use of a desktop computer to place an order or consult with a librarian is permitted. To take up the station at the computer, a user must use the same path and queue as persons waiting for the collection of orders and, after using a computer, he/she must immediately leave the station. Printing services and access to the Internet are not provided.

 5. In matters going beyond the scope of the collection of ordered books, e.g. explanation of the current state of a library account or accounting for a lost copy, prior phone or email contact is recommended (Tel. 89 524 51 66, email bib.wyp@uwm.edu.pl).

 6. Users are obliged to:

 a) disinfect their hands at the entrance and put on protective gloves,

 b) use own face masks covering mouth and nose,

 c) use only designated paths,

 d) use only marked desktop computers,

 e) maintain a distance of at least 2 metres in line with markings,

 f) leave the building immediately after collection of ordered books or using a computer,

 g) follow other instructions of employees of the Library.

 7. Persons who use services of the bookshop or other external services in the area of the building are obliged, in order to use library services, to temporarily leave the building, disinfect their hands, put on protective gloves and join a queue of persons waiting for the collection of orders.

 8. Only items which may be ordered through an academic search engine or a traditional computer catalogue, available at the website of the Library, are lent outside the University Library. Items lent outside the University Library have a link for ordering in the catalogue.

 9. Lent books may be returned only through the drop box, located at the entrance for the personnel to the University Library from the side of Dybowskiego Street (at the stop). Returned items may remain registered at the user’s library account for a period of the required quarantine (up to one week inclusive). A user shall immediately report returns not registered within the aforementioned period to the Library Branch by phone or email (Tel. 89 524 51 66, email bib.wyp@uwm.edu.pl).

 10. Books returned through the drop box are excluded from the possibility of another lending for the period of the required quarantine (7 days).

 11. Settlement of fees at a library account may be made only by electronic means in the Libsmart Payment system (PayU) through a library account.

 12. There is a possibility of ordering electronic copies of fragments of books or magazines.

 13. Orders for electronic copies must be placed through the library system via the academic search engine or the traditional computer catalogue, available at the website of the University Library. Provision of precise details of an ordered copy is required.

 14. Electronic copies are sent to the user's email address indicated in the library system. To ensure effective electronic communication between a user and the University Library it is recommended to verify and update the used email address in the “My account” tab of a library account.

 15. It is possible to order up to 50 pages of electronic copies at one time. The amount of 50 pages does not include tables of contents and indexes, of which copies may be ordered as assistance in identification of proper contents for copying.

 16. The deadline for making copies, depending on received orders, is from one to three working days.

 17. The Library of the Faculty of Theology (Redykajny, 15 Hozjusza Str.) remains available to users in a limited mode which is open from Monday to Friday from 09:00am to 03:00pm only with the point of collection of ordered books (with obligatory confirmation by phone of the date of collection, Tel. 89 523 89 75) and the point of temporary return of lent books, and the possibility of ordering electronic copies at email address biblioteka@hosianum.edu.pl. The provision of Section 15-16 applies accordingly.

Regulation No. 37/2020

of the Rector of the University of Warmia and Mazury in Olsztyn

of 26 March 2020

 on changes in the operation of the University in the state of epidemic caused by the SARS-CoV-2 coronavirus

 

Acting pursuant to Art. 23, 40 and 51 of the Act of 20 July 2018 – Law on Higher Education and Science (consolidated text Dz.U. of 2020, item 85), the Act of March 2, 2020 on special solutions related to the prevention, countermeasures and combating of COVID-19, other infectious diseases and emergencies caused by them (Dz.U. of 2020, item 374) and Art. 17.4 of the Statute of the University of Warmia and Mazury in Olsztyn, attached as the Appendix to Resolution No. 494 of the Senate of the University of Warmia and Mazury in Olsztyn of 21 May 2019 on the Statute of the University of Warmia and Mazury in Olsztyn, in conjunction with the Regulation of the Minister of Health of 20 March 2020 (Dz.U. of 2020, item 491, as amended) and Regulations of the Minister of Science and Higher Education: of 11 March 2020 on temporary restriction on the operation of some entities of the higher education and science system concerning the prevention, countermeasures and combating of COVID-19 (Dz.U. of 2020, item 405, as amended) and of 23 March 2020 on temporary restriction on the operation of some entities of the higher education and science system concerning the prevention, countermeasures and combating of COVID-19 (Dz.U. of 2020, item 511), it is ordered as follows:

 

Art. 1

 

1.    All didactic activities carried out in the seat and in the branch of the University of Warmia and Mazury in Olsztyn are suspended.

 

2.    Teachers conducting courses:

 

1)    in all first degree, second degree and uniform master degree programmes, hereinafter referred to as “studies”;

 

2)    in doctoral programmes and in the doctoral school;

 

3)    in post-graduate studies and in other forms of education

 

are obliged to use remote forms of teaching from the date this order becomes effective until it is revoked, provided that the type of the course permits its implementation in the remote form and will enable the students to achieve learning outcomes assumed for the given course.

 

3.    In order to implement didactic activities referred to in para. 2, the following remote teaching tools are recommended:

 

1)    Microsoft Teams in the Office365 suite, except the forms of education referred to in para. 2.3);

 

2)    the e-learning Moodle platform;

 

3)    the LMS ILIAS educational platform.

 

4.    The use of other tools is permitted provided that they ensure the appropriate quality of the courses conducted and do not involve costs to be incurred by the University and the students.

 

5.    Course coordinators shall choose the tool for conducting remote classes in consultation with, respectively, the dean/the director of the branch/the director of the Public Health School or a person they authorise, the head of the doctoral studies, the director of the doctoral school, the head of the university-level unit or the head of the postgraduate studies.

 

6.    Teachers conducting courses are obliged to immediately notify the participants of a given student group of the selected remote teaching tools, using the following forms of communication:

 

1)    e-mail correspondence using the USOS-web system;

 

2)    announcements on the website of the unity.

 

7.    Proper implementation of the didactic process with the use of remote teaching methods is supervised by:

 

1)      the dean, the director of the branch and the director of the Public Health School - with regard to studies;

 

2)      the head of the doctoral studies - with regard to doctoral studies;

 

3)      the director of the doctoral school - with regard to the doctoral school;

 

4)      the head of the postgraduate studies - with regard to post-graduate studies;

 

5)      the heads of the university-level units conducting foreign language and physical education courses.

 

8.    As of 30 March 2020, classes shall be held according to the current timetable. It is acceptable to change the day of the week and the time of classes after consultations with the student group participants and the dean. This rule also applies to the classes which were not held in the period from 12 March to 29 March 2020.

 

9.    As a consequence of changing the form of conducting courses into distance learning mode, it is allowed to adjust the conditions for verifying achievement of learning outcomes specified in the syllabus to the changed form of the courses.

 

10.  The adjustment of the conditions for verifying achievement of learning outcomes to the changed form of the courses should be done by the course coordinator in consultation with course participants or the Student Self-Government, and additionally, it should:

 

1)     take into account the specificity of the selected remote teaching tool;

 

2)     ensure reliable verification of achieving all learning outcomes specified in the syllabus;

 

3)     be accepted by persons supervising the proper implementation of the teaching process, referred to in Art. 1.7.

 

11.  Employee’s consultations with students, doctoral students or course participants shall be held remotely, excluding the possibility of direct contact.

 

12.  The use of the University Library collection in the library premises and in all branches and reading rooms is suspended.

 

Art. 2

 

1.    It is prohibited to organise any academic, sports or artistic events on the premises of the University or outside its location.

 

2.    All academic, sports and artistic events organised by the University of Warmia and Mazury in Olsztyn and other events of this type organised by external entities in the premises of the University of Warmia and Mazury in Olsztyn are cancelled.

 

3.    It is prohibited to conduct any activities of sports sections, student agencies or clubs or catering units, except for providing take away catering services.

 

4.    Sports facilities of the University of Warmia and Mazury in Olsztyn, including the University Swimming Pool are closed. For activities conducted in those facilities by external entities, the decisions shall be made on a case-by-case basis by the head of the Centre for Physical Education and Sports.

 

Art. 3

 

1.    All trips of employees, students and doctoral students of the University of Warmia and Mazury in Olsztyn and visits of foreign guests are suspended.

 

2.    Accommodation of new persons in student dormitories is suspended and external visitors are not allowed.

 

Art. 4

 

Employees, students and doctoral students who have returned from abroad are obliged to:

 

1)    immediately notify the dean, the director of the university-level unit, the director of the doctoral school or the immediate superior, respectively, about this fact;

 

2)    remain in their place of residence for 14 days as of the date of return and follow the recommendations of the Chief Sanitary Inspector.

 

Art. 5

 

1.    Regulation No. 32/2020 of the Rector of the University of Warmia and Mazury in Olsztyn dated 11 March 2020 on preventing the spread of coronavirus SARS-CoV-2 as amended is repealed.

 

2.    This Regulation becomes effective as of 26 March 2020 and shall remain in force until further notice.

It is declared, that foreign students studying at the University of Warmia and Mazury in Olsztyn are banned from leaving the country of Poland to any other foreign country, in order to prevent the spread of coronavirus SARS-CoV-2. 

If in any case somebody moves to his/her home country or other country than Poland has to take it under consideration that it may result in disciplinary action such as dismissing from the University of Warmia and Mazury in Olsztyn. 

In case of urgent departure away from Olsztyn or Poland, medicine students should inform the Dean's Office of the Faculty of Medicine (by phone: +48 89 524 64 00, +48 89 524 52 95, or by email: medicine.info@uwm.edu.pl). The rest of foreign students (including exchange students) should inform the Office for International Cooperation (by phone: +48 89 523 35 21, or by email: bwm@uwm.edu.pl). 

This decision has to be considered with high priority.

Order No 32/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 11 March 2020

on preventing the spread of coronavirus SARS-CoV-2

Acting pursuant to Art. 50 and 51 of the Act on Higher Education and Science of 20 July 2018 (consolidated text Journal of Laws of 2020, item 85) and the Act on Specific Measures Aimed at Preventing, Containing and Controlling COVID-19, Other Infectious Diseases and Related Crises (Journal of Laws of 2020, item 374) and § 17 (4) of the Statute of the University of Warmia and Mazury in Olsztyn, which is appended to the Resolution No. 494 of the Senate of the University of Warmia and Mazury in Olsztyn of 21 May 2019 on the Statute of the Senate of the University of Warmia and Mazury in Olsztyn, it is hereby decreed as follows:

§1

  1. All the teaching activities at the University of Warmia and Mazury in Olsztyn are suspended.
  2. Any use of the collection of the University Library at its main location or at its branches and reading rooms is suspended.
  3. All scientific, sports and artistic events organized by the University of Warmia and Mazury in Olsztyn, and other events of this type, organized by other entities on the premises of the University of Warmia and Mazury in Olsztyn, are hereby cancelled.
  4. All sport facilities of the University of Warmia and Mazury in Olsztyn including the university swimming pool are closed. In case of classes realised by the external institutions in those facilities, decisions will be made individually by the head of Centre for Physical Training and Sport.

§2

  1. All business trips of staff members, students and doctoral students of the University of Warmia and Mazury in Olsztyn and visits of guests from abroad are suspended.
  2. Providing accommodation to new individuals in student hostels is suspended; no guests are allowed in the student hostels.

§3

  1. A staff member, student or doctoral student is obliged to inform the dean, head of the organisational unit at the university level, head of the doctoral school or the immediate supervisor, respectively, on the fact of their return from abroad.
  2. Staff members, students and doctoral students who have recently been to any country with the coronavirus SARS-CoV-2 epidemics are recommended to remain at their place of residence for 14 days from the day of return and to follow the guidelines issued by the Chief Sanitary Inspector.

§4

This order becomes effective on 12 March 2020 and will expire on 29 March 2020. The period through which this order will be effective may be extended. Any further announcements regarding this order, if any, will be published on or before 26 March 2020.

Announcement No. 1/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 9 March 2020

on measures to prevent and to contain infections with coronavirus SARS-CoV-2

1. Following the recommendations issued by the Ministry of Foreign Affairs and the Chief Sanitary Inspectorate, the University of Warmia and Mazury in Olsztyn (hereinafter: "University") recommends:

1)            cancelling all trips planned by staff, doctoral students, and students of the University to areas at risk of epidemics;

2)             suggesting that partners of the University from the areas at high risk of epidemics should cancel future trips of their staff, doctoral students and students to the University.

  1. The Office for International Cooperation is in contact with the staff planning foreign trips or who are currently on foreign trips. The trips, stays and early returns of the University students under the Erasmus+ programme are discussed on an individual basis by the Office staff with the Foundation for the Education System Development - the National Erasmus+ Agency.
  2. Staff, doctoral students and students of the University returning from foreign trips to countries at risk of epidemics, where the incidence of the disease caused by coronavirus SARS-CoV-2 (further in this announcement called coronavirus) is high, are obliged to stay at home for two weeks after their return, to monitor their health status and to contact the sanitary inspection. These individuals are obliged to do their work or study at home, as long as they feel well. This fact must be notified by electronic means to head of the respective organisational unit (dean or unit head) and to the Office for International Cooperation (bwm@uwm.edu.pl).
  3. Decisions on whether a temporary absence at the University of individuals returning from countries at risk of epidemics should be excused are taken on an individual basis by:

1)            for members of the University staff - heads of University units (deans or heads of the other units). Staff members shall receive full salary for the period of their excused absence;

2)             for students and doctoral students - heads of teaching units (deans and vice-deans for student affairs or managers and deputy managers). Absence from classes (without the need to make up for the missed classes) will be excused based on travel tickets or travel documents.

  1. The authorities of the University organisational units and university teachers are requested to monitor university life and to prevent exclusion and discriminatory behaviour.
  2. It is recommended that all events attended by people from outside the University, organised at the University or Faculty level, as well as all sports events and (domestic and international) scientific conferences, should be postponed to a later date or cancelled.
    1. It is recommended that rooms and surfaces, as well as door handles, railings, electric switches and computer peripherals (keyboards, mice, indicators and remote controls) should be disinfected.
    2. Let us remind you that if you suspect that you have a coronavirus infection:

1)           contact the County Sanitary and Epidemiological Station in Olsztyn, phone - +48 89 524 83 00, infoline -+48 800 190 590;

2)           or visit the Infectious Disease Ward at the County Healthcare Centre in Ostróda, ul. Władysława Jagiełły 1 (not a hospital emergency unit or contact a GP) - phone numbers: Admissions - +48 89 646 06 70,

Regulation No. 44/2020

of the Rector of the University of Warmia and Mazury in Olsztyn

of 6 May 2020

 

on amending Regulation No. 37/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 26 March 2020 on changes in the operation of the University in the state of epidemic caused by SARS-CoV-2 coronavirus

 

Pursuant to Art. 76a of the Act of 20 July 2018 – Law on Higher Education and Science (consolidated text Dz. U. of 2020 item 85 as amended) and Art. 17.4 of the Statute of the University of Warmia and Mazury in Olsztyn, attached as Appendix to Resolution No. 494 of the Senate of the University of Warmia and Mazury in Olsztyn of 21 May 2019 on the Statute of the University of Warmia and Mazury in Olsztyn (as amended), it is hereby ordered as follows:

Art. 1

The following changes are introduced to Regulation No. 37/2020 of the Rector of the University of Warmia and Mazury in Olsztyn of 26 March 2020 on changes in the operation of the University in the state of epidemic caused by SARS-CoV-2 coronavirus:

1)  In Article 1, after Paragraph 8, the following Paragraphs 8a – 8b shall be added:

“8a.     The Dean, the Branch Director and the Director of the Public Health School, in agreement with the internship supervisor and the head of the doctoral programme, director of the doctoral school, head of the postgraduate studies, can decide to shorten the duration of the internship covered by the study curriculum, describing another, alternative method to acquire the assumed learning objectives or to recognize the internship completed so far and to define the method to supplement missing learning outcomes resulting from the internship. This provision applies to internships already started by the students and to internships that have not yet been started.

8b.       In the academic year 2019/2020, courses or groups of courses carried out in the form of internships in the programmes preparing to the profession of a teacher and in postgraduate studies preparing to the profession of a teacher started before 1 October 2019 and ending in the academic year 2019/2020, can be conducted with the use of online teaching methods and technologies.”

2)  In Article 1, after Paragraph 10, the following Paragraphs 10a - 10m shall be added:

“10a.   The process of verifying learning outcomes must enable the assessment of the achieved learning outcomes related to a given course/group of courses.

10b.     The verification of learning outcomes is carried out with the use of IT tools, excluding the need to generate costs on the part of the student, doctoral student, or postgraduate student for the use of a given IT tool.

10c.     The verification referred to in Paragraph 10b, is carried out by the teacher responsible for verifying the achievement of learning outcomes.

10d.     A student, a doctoral student or a postgraduate student may be subject to the verification referred to in Paragraph 10b provided that a connection is established with the examiner or the teacher using the IT tools referred to in Paragraph 10b on a date established by the examiner or the teacher, agreed upon with students at least three days before the date of the examination or the course completion assessment.

10e.     Before undertaking the verification referred to in Paragraph 10b, the examiner or the teacher shall verify the identity of the student, doctoral student or postgraduate student by visual inspection of the student’s identity card or other identity document using a video connection.

10f.     The verification of learning outcomes is recorded by the examiner or the teacher in the form of an examination or course completion assessment report, subject to the provisions of Paragraphs 10g and 10l.

10g.     The report referred to in Paragraph 10f should contain the following data: given name (names) and surname of the examiner or the teacher assigning the completion of the course, the date of the exam or the course completion assessment, the name of the course, the list of students taking the examination or the course completion assessment and any comments concerning the course of the examination or the test.

10h.     The examiner or the teacher shall organize the examination or the course completion assessment in such a way as to ensure that the student, doctoral student or postgraduate student work on their own and the course of the examination or the course completion assessment is supervised.

10i.      In the case of justified doubts of the examiner or the teacher concerning the unaided and subjective course of the examination or the course completion assessment, the examiner or the teacher may interrupt the examination or the course completion assessment.

10j.      In circumstances referred to in Paragraph 10i, the examiner or the teacher shall establish an additional date. The provisions of Regulation No. 5/2014 of the Rector of the University of Warmia and Mazury in Olsztyn of 24 January 2014 on defining prohibited forms of behaviour of students, doctoral students and post-graduate students and course participants during examinations or course completion assessments shall apply to a student, a doctoral student, a postgraduate student or a course participant who has violated the internal regulations applicable at the University of Warmia and Mazury in Olsztyn concerning unaided work.

10k      If the connection during which the examination or the course completion assessment is conducted is interrupted due to technical problems, the examiner or the teacher shall decide whether it is necessary to repeat the examination or the course completion assessment entirely or in part, or if the examiner or the teacher considers that until the interruption of the connection it was possible to verify the assumed learning outcomes, the examiner or the teacher issues a grade, taking into account the course of the examination or the course completion assessment.

10l.      The achieved learning outcomes are assessed and documented in a manner adopted at the University of Warmia and Mazury in Olsztyn, using the University Study Support System.

10ł.      At the request of the student, the doctoral student or the postgraduate student, the examiner or the teacher shall permit the presence of an assistant/sign language interpreter in the room, provided that this results from the conditions for conducting an examination or course completion assessment adapted to the needs of persons with disabilities agreed in advance with the Office for Persons with Disabilities, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic.

10m.    In case of a course completion assessment or an examination conducted before an examination board, the provisions concerning the course of the diploma examination, specified in §1a shall apply accordingly.”

3)  In Article 1, Paragraph 12 shall be replaced by the following:

“12.     The use of the University Library collection in the library premises and in its all branches and reading rooms is suspended, subject to Paragraph 12a.”

4)  In Article 1 after Paragraph 12, the following Paragraph 12a shall be added:

“12a.   The Lending Desk in the University Library starts to operate. The rules of using the Lending Desk are described in the Appendix to the Regulation.”

5)  After Article 1. the following Article 1a and Article 1b shall be added:

 

 

“Art. 1a

1.  The rules for conducting a diploma examination with the use of information technologies at the University of Warmia and Mazury in Olsztyn are introduced.

2.  The diploma examination during the time when didactic activities are suspended in the University is carried out with the use of MS Teams.

3.  A person appointed by the dean, the director of a branch, and the director of the School of Public Health, who is not a member of the Diploma Examination Board (hereinafter referred to as the Board) and who provides technical support, may be admitted to be present during the diploma examination.

4.  Before taking the diploma examination, the Chairperson of the Board shall check the student’s identity by visual inspection of the student’s identity card or other ID document using a video connection.

5.  The diploma examination is recorded as an audio-video file.

6.  In order to take the diploma examination, the student is obliged to:

1) ensure, for their own use, a device supporting MS Teams, equipped with a camera and a microphone, and access to the Internet, guaranteeing the audio and video transmission of appropriate quality, subject to the provisions of point 2,

2) submit an application to the dean/director to ensure conditions for conducting the examination in the premises of the University of Warmia and Mazury in Olsztyn; if the student is unable to ensure the conditions referred to in point 1, the dean/director shall provide conditions for conducting the examination in the premises of the University, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic,

3)  prepare the room where the student will be staying during the diploma examination in such a way that no other person will be present, no other multimedia devices (in particular telephones, tablets, etc.) will be present except for the device through which the examination will be conducted. At the request of the student, the Chairperson of the Board shall allow other persons to be present in the room, provided that this results from the conditions for carrying out the diploma examination adapted to the needs of persons with disabilities, previously agreed with the Office of Persons with Disabilities, ensuring with safety conditions related to the state of epidemic threat or the state of epidemic,

4)  make audio and video available during the diploma examination (it is not allowed to switch off the camera or to switch off or mute the microphone) and to be continuously present in the camera view. At the request of the Board, the student is obliged to make their device screen available.

7.  If the Board finds that there has been a breach of the conditions of the diploma examination as a result of the student's fault, the examination shall be discontinued, subject to the provisions of Paragraph 8.

8.  If the circumstances referred to in Paragraph 7 arise, the Board shall set another date. The provisions of Regulation No. 5/2014 of the Rector of the University of Warmia and Mazury in Olsztyn of 24 January 2014 on defining prohibited forms of behaviour of students, doctoral students, post-graduate students and course participants during examinations or course completion assessments shall apply to the student who has violated the internal regulations in force at the University of Warmia and Mazury in Olsztyn concerning unaided work.

9.  In the event that the connection between the student and the Board is interrupted during the diploma examination, as a result of activities beyond the control of the student or the Board, an attempt must be made to resume the connection immediately. If it is not possible to resume the connection, the examination must be retaken on another date.

10. After the diploma examination has been completed and the grade has been immediately agreed upon by the Board, the student shall be informed of the result via the information technology used to conduct the examination.

11. The file containing the recording of the diploma examination shall be kept until the diploma examination report is approved by all members of the Board.

12. The diploma examination report is drawn up immediately after the end of the examination, allowing the use of the circulation procedure.

13. Any matters not covered by the regulations shall be decided by the dean or the director, respectively.

Art. 1b

1.   At the University of Warmia and Mazury in Olsztyn, the rules for conducting the examination for the completion of post-graduate studies (hereinafter, the examination) with the use of information technologies are introduced.

2.   The examination for the completion of post-graduate studies during the time when didactic activities are suspended in the University is carried out with the use of IT tools, excluding the need to generate costs on the part of the postgraduate student for the use of a given IT tool.

3.   A person appointed by the dean/director, who is not a member of the Board and who provides technical support, may be admitted to be present during the examination.

4.   Before taking the examination, the Board shall check the post-graduate student's identity by visual inspection of the student's identity document using a video connection.

5.   The examination is recorded as an audio-video file.

6.   In order to take the examination, the post-graduate student is obliged to:

1) ensure, for their own use, a device supporting the IT tool used, equipped with a camera and a microphone, and access to the Internet, guaranteeing the audio and video transmission of appropriate quality, subject to the provisions of point 2,

2) submit an application to the dean/director through the head of the post-graduate studies to ensure conditions for conducting the examination in the premises of the University of Warmia and Mazury in Olsztyn; if the post-graduate student is unable to ensure the conditions referred to in point 1, the dean/director shall provide conditions for conducting the examination in the premises of the University, while maintaining safety conditions related to the state of epidemic threat or the state of epidemic,

3)  prepare the room where the student will be staying during the diploma examination in such a way that no other person will be present, no other multimedia devices (in particular telephones, tablets, etc.) will be present except for the device through which the examination will be conducted. At the request of the post-graduate student, the Chairperson of the Board shall allow other persons to be present in the room, provided that this results from the conditions for carrying out the diploma examination adapted to the needs of persons with disabilities, previously agreed with the Office of Persons with Disabilities, ensuring with safety conditions related to the state of epidemic threat or the state of epidemic,

4)  make audio and video available during the diploma examination (it is not allowed to switch off the camera or to switch off or mute the microphone) and to be continuously present in the camera view. At the request of the Board, the post-graduate student is obliged to make their device screen available.

9.  In the event that the connection between the postgraduate student and the Board is interrupted during the examination, as a result of activities beyond the control of the postgraduate student or the Board, an attempt must be made to resume the connection immediately. 6)   In Article 2, Paragraph 2 is replaced by the following:

“It is prohibited to conduct any activities of student agencies or clubs or catering units, except for providing take away catering services.”

7)   In Article 2, Paragraph 4 is replaced by the following:

“Sports facilities of the University of Warmia and Mazury in Olsztyn, including the Equestrian Centre, can be used, provided that the rules laid down in current generally applicable regulations are followed.”

§ 2

The Regulation becomes effective as of the day of signing.
